Surah ash-Shams (The Sun ) 91 : 13

فَقَالَ لَهُمْ رَسُولُ ٱللَّهِ نَاقَةَ ٱللَّهِ وَسُقْيَٰهَا

And the messenger of Allāh [i.e., Sālih] said to them, "[Do not harm] the she-camel of Allāh or [prevent her from] her drink."

Explanatory Note

Their messenger had warned them but to the contrary, they applauded what the wretched one did. A basic principle of Islam is that society bears a collective responsibility in this life. This does not conflict with the principle of individual responsibility in the hereafter when everyone is answerable for his own deeds. It is a sin, however, not to counsel and urge one another to adhere to what is good and not to punish evil and transgression.
